Serial usurer taps into South Dakota crony capitalism, culture of corruption

Divining an alternate universe where Randy Scott is still cruising the Moody County back roads while a Hellbent Bill Janklow is lurking at every intersection in South Dakota's ideological landscape is easier than imagining the decriminalization of Citibank's prospectus.
Citi has announced that it will build a new state-of-the-art headquarters building in Sioux Falls. The new headquarters is expected to be open sometime in 2019. Then known as Citibank, the company moved its credit card operations to Sioux Falls in 1981.
