After massive failures of state agencies like South Dakota Game, Fish and Plunder Denny Daugaard is throwing up his hands on invasive species like zebra and quagga mussels.
Using a Western Governors' Association letterhead Daugaard just sent a letter to Interior Secretary Ryan Zinke begging the feds to bail him out.
