The court issued the order Monday, saying the law was unconstitutional because it violated the separate-vote requirement of the Montana Constitution. The separate-vote requirement says that if more than one change is made to the constitution, it can't be done through a single measure. Last year, voters passed Constitutional Initiative 116 with 66 percent of the vote. It almost immediately was challenged on several fronts, first on the effective date and then on the constitutionality of the initiative.Read the rest here.
