School districts eat TIF risk

Today in red state failure:
Tax increment financing is a method used by local governments across South Dakota to help pay for infrastructure needed for development projects. It diverts property or sales taxes to underground and above ground improvements needed for economic projects. Much of the opposition to TIF use is because of the negative impact to school finances.
