Casper modeling public square after Rapid City's

More communities are building them, including Buffalo, which has fewer than 5,000 residents. Cheyenne also has one. The number of visitors to downtown Rapid City has tripled, increasing money spent at local businesses, and as a result, bumping up sales tax revenues. Rapid City’s plaza doesn’t require any money from local governments. That’s the plan for the Casper plaza, too. It would be operated by a nonprofit organization, with a staff and board of directors.
