The pipeline from Poplar’s water supply system to the homes north of the city has been out of service since May 13, said Deb Madison, the Fort Peck Assiniboine and Sioux Tribes’ environmental program manager. The 23 homes have received the piped water since 2005, after the Environmental Protection Agency ordered three oil companies to build the line because of a spreading underground plume of contamination from the East Poplar oil field. It should have started melting out a month ago, and rivers would normally be approaching their seasonal crests about now. This year, however, hasn't conformed to any pattern that could be called normal. Statewide snowpack stands at 257 percent of average for this time of year, and some basins are much higher. The lower Yellowstone, the stretch of the river between Custer and the Missouri River, is at 308 percent of normal.The lower Yellowstone is fed by waters from the Bighorn (266 percent of normal snowpack), the Tongue (538 percent of normal) and the Powder (616 percent of normal). In the Musselshell Basin, which has 386 percent of normal snowpack for this time of year, the Snotel site at Crystal Lake reports 15.7 inches of snow water.
